The ENPI CBC - European Neighbourhood Policy Instrument Cross Border Cooperation - Black Sea programme stands as a key element of the European Neighbourhood Policy toward the Black Sea region, including Georgia. The overall objective of the programme is to achieve a stronger regional partnerships and cooperation. By doing so, the programme is aimed at contributing to its wider objective: a stronger and more sustainable economic and social development of the regions of the Black Sea Basin. Put it simply: for the Georgian eligible beneficiaries i.e. Rtsumebuli Aparati, Sakrebulo and NGOs the programme provides a truly unique opportunity to develop the projects and apply for funding jointly with the partners from EU Member Black Sea countries and other littoral states. While in principle only the entities from the Black Sea seashore regions may seek funding within the ENPI CBC BLACK SEA, in case of Georgia no territorial limitations are envisaged – the eligible beneficiaries from the whole country can apply for funding (A strong advantage for Georgia). The programming document of ENPI CBC BLACK SEA was resubmitted to the European Commission for approval on the 23rd of October 2008. The final seal is estimated to be in November 2008,while the first call for proposals will be lunched at the beginning of 2009. The deadline is clearly approaching. It’s the highest time to start developing the project ideas, looking for partners and drafting the proposals.

The idea of this workshop-seminar is to provide the Georgian potential beneficiaries with practical knowledge about the programme itself, but above all with project application know-how. In short, offering a good deal of practical tips and hints, remaining close to Georgian experiences and needs, on how to prepare a successful proposal. All translated into Georgian, including a ENPI CBC BLACK SEA project handbook. The training workshops will be delivered by the Polish practitioners in the field of ENPI CBC from both the contracting authorities (the grant makers/overseeing bodies) and NGOs implementing their own CBC projects with partners from Lithuania, Ukraine and Belarus.
